2007 Award Winner MR. BRUCE LEONARD, P.E.
The 2007 RV Moss Lifetime Service Award was presented to Mr. Bruce Leonard, P.E. of Kimley-Horn. Present to make the award was Mr. R.V. Moss (President 1969) for whom the award is named.
Bruce is a graduate of Duke University with a bachelor's degree in civil engineering. He is registered both as a professional engineer and a registered land surveyor, and has been published in several professional publications. His involvement on projects ranged from roadway design, traffic operations, parking planning and design, site engineering, environmental engineering, signal system design and implementation, and transportation planning.
He has served as President of the Southern Section of ITE in 1982 (the predecessor to District 5) and was a member of the Board of Directors in 1985 and 1986.
Bruce has made many valuable contributions to the profession during his career. He has a quest for knowledge that exemplifies "life-long learning." Bruce has served as a professional mentor to a number of engineers. He retired from Kimley-Horn in 2007.

2006 Award Winner Mr. BILL FINGER, JR., P.E.
The 2006 RV Moss Lifetime Service Award was presented to Mr. Bill Finger, PE. Present to make the award was Mr. R.V. Moss (President 1969) for whom the award is named. Bill’s wife, Linda was present during the award presentation.
Bill Finger has worked in the transportation field for over 28 years and is a member of ITE. He has served well on numerous committees and councils for ITE, SDITE, and NCSITE including Section Representative to the Southern Section Board, to Section Director for the NC Section of ITE. His mayor calls him the best communicator of transportation issues in the country as he has a special gift of being able to take something very complex and put it into layman’s terms for all to understand. He played a significant role in a number of firsts in the state of North Carolina (One of the First Distributed Processing Signal Systems, one of the first multi-lane reversible lane installations, The First Bus Priority Signal System, The First Express Bus Lane, the First HOV Lane)
